Lien holder on auto loan question

Hi

So my sister leased her vehicle and now has financed it.

The car insurance had the leasing company as the lien holder. Does she now change that to the bank that is financing it?

Second, she needs to add the bank as the lien holder now at the DMV when the title comes from the leasing company. Does she change it with the insurance before or after it changed with DMV? Or does it not matter

Bank said she has 20 days to add them as lien holder, when the title comes from leasing company
