I reached 2 years of service this month, but still got paid like I am 1 year of service. Do I have to wait for the following month to get a pay increase?
Also, did not get matched for TSP

Did you read your LES?
What did your chain of command and finance say when you asked them?
Did you just hit two years? Your pay is forecasted and paid out in advance. This means changes to pay usually take effect either the next paycheck or the one after the next. You can check your next paycheck on my pay
