Can I do live scan fingerprint before finishing the pre-licensing course?

I'm currently studying my pre-licensing course for my P&C license in California, and wondering if I am allowed to do live screen fingerprint before I complete the pre-licensing code, to speedup my licensing process?

If so, how should I do that? Should I complete the application on Sricon and choose "No" when it asks "I have completed pre-licensing course"?

I have also a second question. If I only do P&C license course at the moment and get my license, then I want to also have health/life license as well, should I do the live scan fingerprint again? (Is it better to get my P&C license now, then apply for health/life or spend more time and study for both and do the exam for both of them at the same time?)
