I ship to basic Aug 6th with the USAF. I have about $6,000 of credit card debt all at 30% apr, my wife has about $12,000 at a similar apr. If I am an authorized user will I be able to request the APR to be dropped to 6% on hers as well?

You can ask, but the 6% interest rate required by SCRA only applies to debt in your name, individually or Jointly. Being an authorized user doesn’t make it your debt.
Your state law may be different.
