I'm the policy holder of the car insurance with Progressive for me and my mom. My younger brother is listed on the insurance as "list only" and he recently got his license (actually he did around 300 days ago). He drives my mom's car for work and I haven't updated him as a driver on the policy.

    He scratched someone's car while parking at work a few days ago. I was at work when this happened and my nom was asleep so he couldn't contact either of us and he didn't handle the situation and instead went into work as if nothing happened. The lady whose car he scratched called the police and he was called out to the parking lot and a claim was filed.

    Progressive is asking why he's only listed as "list only" and I said i forgot to update it. The representative was also curious why the state didn't update it automatically when he got his license. She said adding him to the policy would increase the insurance by $330 a month.

    My brother said he would pay the difference, but is that my only option? She said she wouldn't add him to the policy unless i gave consent. Does my brother face any legal ramifications if the claim processes while he's listed as "list only"? An extra $330 a month is too much and I'm not comfortable being the policy holder for an insurance account that's going to be ~$630.

    Claims transfers me to a different representative, who says she thinks the situation is better handled by claims. Seems like no one knows what to do.

    I'm assuming the easiest thing to do would be to add him as a driver to my policy and just have him pay the difference, but I'm wondering if there are any other options.
