Will I get sued by the other person for a hit and run?

I backed up into a car and it was also backing up. The damage is very minimal on their car, a little paint dent. I offered to pay them the body shop directly instead of going through insurance because I don’t want my premium to go up and he’s demanding $1300 (which everyone has been saying that’s too much. We did not exchange insurance but he did get my ID and my license plate. Hypothetically if I did not pay him would he be able to sue me for a hit and run? I’m sure there is video evidence/ witnesses that saw me back into his car.
