Household income too high to qualify for Covered California due to parents’ income but they won’t pay for procedures…

Hi! I am a 19 year old transgender woman. I have been looking to get a sex reassignment surgery in California but unfortunately it seems like I'm in a very weird double-bind. I can't use my parents' insurance and don't make enough to get my own. I am listed as dependent of my parents on my tax returns and due to this my household income is way too much to qualify for Covered California. And they won't pay for anything related to my transition. So what do I do? I am technically too rich to get full coverage but factually I am too poor to pay for anything.
