I already got the order and will move to overseas soon. If I purchase the locked phone, and request unlocking right before the PCS, will they waive it?

Ask your carrier. If you’re not on a service contract then they’ll usually unlock it as soon as you pay off the phone.
SCRA can get you out of phone service contracts, but only contracts that were entered into before receiving orders. Meaning if you *do* sign a contract, you’re probably SOL since you already have orders…unless the provider is extra forgiving.
