For context I married my GF of six years when I found out I was possibly getting deployed when I got to my PCS, and she’s in the military as well. Me and her have the same duty station, but she’s still in her A-School. All of our paperwork with the military has been approved but I’m having trouble getting our BAH started, for me at least while we wait on a house. Who do I need to go see as I’ve reached out to my sponsors with no avail, and also some of my chain of command who have blown me off. I am in the barracks but only because the housing office told me I had to be there while I wait on a house for her and I?

In order to get BAH as a dual mil member, you need to have a joint household. I would talk to your admin/finance about whether you need to move out of the barracks first or if a joint lease would be sufficient.
Is she also having difficulty getting BAH started?
You should also be aware that if you do get BAH started and then she gets permanently stationed elsewhere, her BAH will stop and she will most likely be expected to live in the barracks or on ship.
