I’m moving to Italy as unaccompanied SFC in the Army.
I have a question about pay: I read online that you get OHA and a monthly utility stipend.
But I just spoke with someone who said they don’t get the utility Stipend.

It depends on the area really. Some areas get on. Some don’t. There’s an oha calculator.
