National BAH rate while on ADOS?

I am currently on ADOS as TPU in the USAR. I was expecting to be getting around 1440 a month for BAH, as that is the amount for my duty station location. I've been watching it, and I only get around 520 per paycheck, which is biweekly. I was told that because I am TPU, I get the national rate, not the local rate. Nothing I see online answers this or is any help at all. I have some buddies who are TPU on ADOS and get local rate. I can't afford to live here because even the local rate isn't enough.
