All ate up about TLE, unsure who to ask

Hey yall,

I've spent pretty much every PCS as a reclass over my 7 year army career and I've never PCSd properly with my spouse. I've only ever gone on rotations, never TDY

So some basic questions:
During the TLE period, is the meal rate the daily rate or per meal?

Is the per diem per traveler? Ex: 59 meal rate, two travelers. Is that a total of 118 per day?

From my understanding, I fill out the reimbursement once I get to where I'm going as a smart voucher. Is there anything I need to fill out prior?

I'm tracking I use my GTCC for everything

When I PCS'd to this long ait with my wife we slept in a car and ate leftovers until we ran out because I was too prideful to ask. I don't want that to happen again.
