Hi I’m out of the country and my brother borrowed my car, he side swapped a mail box which latched onto the hook, tearing into the door panel and back quarter panel, the damage is substantial $9000. My brother had a non owners liability insurance policy on his own during the incident. He changed it to the owners policy and tried to raise the claim on his own. I have a full coverage policy, please advise me on how to proceed?

Your brother needs to call his insurance and cancel the claim. You need to use your collision coverage to pay for your car and your liability cover to pay for the mailbox.

Most policies cover permissive users of your car. Your brother was a permissive user so it goes through your insurance. (There are exceptions to this, but they are very uncommon.)
Tell your bro he owes you 15gs for the increased premiums you are going to be having to cover. Also obviously make sure he is never allowed to operate your vehicle either. Side swiping a mailbox? How fucking drunk was he?
