I was hit while parked on the side of the road where someone would’ve had to hit the double yellows to pass. My insurance company (progressive) is finding me at 20% fault which they state means that I am fully responsible for my totaled car, due to NC being an at fault state. Anything I can do here?

It’s not due to being “an at fault state”. It’s because NC is a contributory negligence state where if you’re even 1% at fault you can’t recover from the other party.
Probably nothing you can do as your insurance reserves the right to settle claims as they see fit.
