Payment issued

So back in March my wife vehicle was totaled out(we got hit by a drunk driver at 11:30am 🙄. Anyway liberty mutual paid the vehicle off and paid her out, she got a letter from USAA (the other guys insurance) saying " a 19,000 payment has been issued and to deduct it from any settlement she received and this is not an ommision of liability" what does that mean
