To be fair if Obama had lifted the rule that ships can’t discharge contaminated water Dutch skimmer ships could have cleaned up a major portion of the mess.
Unfortunately they do not get 100% of the oil out in one pass thus technically discharging contaminated water back into the ocean they were barred from reacting quickly. I am unsure if they were allowed to come on scene at a later date.
