Please help me with this situation. I was stationed in Washington and texas in 2017-2018. I was a california non resident for year 2017 and 2018. I did not file California state tax for the year 2017 and 2018. Now I was told that I need to pay fine since I did not file state tax from 2017 2018 which is about 1360 dollars. And I need to back file the California state tax.
So my question is 1. Do I actually need to file the California state tax return? since I was in the military and stationed in another states.
2 I have paid the fine, but is it possible for me to get that back?
Thank you for all the help I really appreciate it!

You still have to file a specific form for each year to exempt you from CA State taxes.

Did you have any income other than your military pay?
If not, you may need to file, but you probably don’t owe. Is $1360 just a fine or is it what CA says you owe plus a penalty?
