Rate increase questions due to fire

Last year I was living in a townhouse and my neighbor had an illegally installed heat pump which exploded into my unit because it wasn't installed properly. My house is still being fixed but I'm now trying to move into a new house that has no neighbors around it. My rates have increased due to the fire claim which I understand. Even though it feels unfair as the fire was no fault of my own. My insurance company doesn't even have to pay out for the rebuild as the HOA is covering the multiple units that were damaged. How long will insurance companies punish me for the fire with an increased rate? In my suit against the other property owner can I go after them for the increased rate?
