I was thinking of adding my active duty spouse to my employer’s dental insurance. Appointments are hard to come by in their base’s dental office/clinic. Our premiums are not that bad and we’ll be ok paying for the extra convenience. My question is, is he allowed to be under my plan also while AD and with Tricare? This is for dental only.

They would not be allowed.
Technically, [yes, you can](https://www.tricare.mil/Plans/OHI)…but there will be additional hassle you’ll have to deal with to do so…probably making it not worth the extra convenience.
Just add them to the plan. See what happens
Insurance is always a pain. For a few months last year I had 4 different medical and dental insurance plans. They would fight over who has to pay first. Finally got it fixed.
