How to dispute insurance total loss claim

Hello. My daughter was hit in a parking lot. The people that hit her have progressive insurance. They assesed the vehicle and said it would be a total loss. It literally only has suspension damage. They offered me 13k. The car is a great car. Its a 2017 kia soul with 49k miles. It still has a drivetrain warranty!!! With the offer they are giving me i can't get another car.

This isnt right or fair. Wasnt her fault. Please help me figure out how to dispute this.
