To qualify for the Hazelwood Act (Texas tuition benefit):
"At the time of entry into active duty of the U.S. Armed Forces, (DD Form 214 required) & (40 TAC §461.40)
designated Texas as Home of Record;
or entered the service in Texas;
or was a Texas resident"
Does this mean someone can be a non-Texan but list the home of record as a family member in texas to become eligible? Is this illegal (assuming the enlisted doesn't own a home themselves and can legitimately use the TX home to get mail/store items)?
Or can someone fly into texas and sign their enlistment in the state? Actual residency is not listed as a requirement, only one of the ways in which to qualify
