How many months of the year do you need a pay grade for it to count towards high 3? I will put on E6 in July. My ETS retirement month will be in November. Using this site https://militarypay.defense.gov/Calculators/High-3-Calculator/ it shows years 17-20 as E6 but I'm reality 8 months of year 17 are E5 and the last 4 will be E6.

“High-3” is really high 36. So any month you’re paid E6 will bump your retirement payment up.
