    1. No. NFCU is not owned by the DoD or any branch of the federal government. It is a private organization.

    2. NCIS can request/subpoena them like any law enforcement can, but they need an open investigation and a decent reason to.

      There is a federal law called the [Right to Financial Privacy Act](https://www.law.cornell.edu/uscode/text/12/chapter-35) that governs how the federal government can get access to your bank records, and the notice they’re required to give you.

      We had a member of my unit under investigation, and CGIS went to the military judge to get a subpoena for his bank records. They were required to send him notice and a chance to quash the subpoena before it was granted.
