For TLE, I understand I'll need to keep lodging receipts and will be paid either how much I paid or the max lodging allowance for that locality of my next PDS.
As far as meals go, will I be reimbursed the local meals or proportional meals? And do I need to keep/submit receipts for those? I've never used TLE before but will 100% need to waiting for HHG at my next unit.

That’s not wrong, but it’s not precise. Your reimbursement is also impacted by the number of travelers and their ages.
For meals, you will not need receipts. You will get the local meal rate, subject to the same consideration above as to the number of travelers.
