Project 2025 – Trump’s plan for BAH

    Servicemembers are not entitled to-and should not be able to-retain "extra compensation" from money above what they pay for housing. Congress should reform the rules for the Basic Allowance for Housing (BAH), restoring it to its proper role as an allowance, by having married military couples share a single allowance and having all servicemembers document their housing expenditures to receive the allowance.

    Fiscal Impact

    In FY 2021, $6.3 billion was appropriated for officers' BAH, and $16.1 billion was appropriated for enlisted personnel's BAH, for a combined total of $22.4 billion. [1] Reforming the BAH would reduce discretionary budget authority by $14.7 billion during the FY 2023-FY 2032 period. [2]

    Background

    For FY 2023, the Department of Defense (DOD) requested $23.8 billion in Basic Allowance for Housing for both enlisted personnel and officers. [3] Congress needs to reform BAH rules to restore BAH to its proper role as an allowance. Servicemembers are not entitled to and should have no expectation that money above what they pay for housing can be retained as "extra compensation."

      Trump nor any Republican congressman or senator has endorsed or is linked to Project 2025.

      The plan was written by a man named Kevin Roberts who is an evangelical PhD holder who started the Heritage Foundation.

      The foundations goal is to dismantle and reconstruct the U.S. Government- including Trump.

      But please continue to listen to the talking heads. Im flabbergasted that in a time where nearly all information in the world is available at your fingertips- you would choose not to research any of it.

      The closest ties that PJ2025 has to Trump is that, of his 47 agendas, many align with PJ2025, but so do many of Biden’s agendas.

      PJ2025 is a joke.

    2. Where’d you copy and paste this from? Your citation is from a separate proposal for FY22 and doesn’t appear to be part of Project 2025 from what I can find.

      Also, Project 2025 isn’t “Trump’s plan”. It’s policy proposals from a conservative group. Other groups have other proposals. Doesn’t mean he’s going to do them. But Congress controls the purse, so any changes to BAH would be on them, which they won’t do.

      Sounds crazy if thats the plan… the untaxed allowances are a huge reason why our compensation is great. Take that away and military service becomes less appealing for many of us. That or people will always spend at the very top of their BAH which isnt a great idea, especially for the lower enlisted

    4. I highly doubt that will actually go through. Remember it has to be passed into law by Congress. Good luck getting that through the armed forces committee without an uproar.

      We are dealing with government here guys, 90% of what they say never actually gets implemented due to gridlock and bureaucracy.

      Also, show me a clip where Trump has endorsed project 2025. Yeah, I’ll wait.

      Edit: Just read through all 41 pages of the defense portion of project 2025 written by Chris Miller. Not once didn’t it mention not allowing service members to pocket BAH.
