When does the Military match my TSP contribution at 5%?

National guardsmen here if that makes a difference.

Been to basic and completed AIT

Total time in service: 2.5 years

I was told that after 1 year of service the army will match me, at most 5 percent, of my contribution into the TSP (be it roth or traditional) after 1 year of service (be it part of full time), is this true or not?

If so, I am currently only getting matched at 1 percent of all my contributions since I've been enlisted, why is that?
