I pcs next week to California from VA. It was a quick pcs so I do not get any advance pays. My rent is due in Cali 1 September. When should I expect my updated BAH is it something I can submit at my current command once I checkout or do I have to check in at next command before it changes?

You have to check in to your next command before it changes.
It should switch over once you sign into your new unit.
I wouldn’t expect BAH to be updated by Sep 1. For one, BAH (like the rest of military pay) is paid in arrears, so you’ll only get CA for a few days before the Sep 1 pay. Plus, your BAH doesn’t change until you check in. If you check in after the 23rd or so, you’ll miss the cut off for end-of-month pay.
If you need more money immediate, apply for Advance Pay or Advance BAH or talk to your aid society. Those are all no interest loans.
