Okay, so a weird situation. We live in Mexico but I’m going to be stuck in the US for the next 3-4 months. I plan to rent a car but don’t look forward to paying $10-$12/day for car rental insurance (cheapest daily I can find).
Do any car rental agencies allow you to create a policy that doesn’t actually cover a car, but car rentals only? Would it be just as expensive? Or is there some other alternative I haven’t considered?

Speak to an agent about non-owners policies.
You’d need a US driver’s license or a US based policy. But the kind of policy is a non-owned or operator only policy.
There’s not going to be a policy you can purchase to cover you regularly driving a rental car for 3 months that I know of. A non owners policy would cover you usually a max of 30 days and you would have to return the car and re-rent it. Most companies don’t write temporary policies due to the costs involved. Reach out to a broker in the state you’ll be in to see if there are other options, you’re better off with the rental insurance.
