BAH during PCS

Hello! Finance is trying to start my BAH when I arrived to the local area per my PCS voucher vs when I signed in. I was on leave en route for 50 days and now have a notification of debt for extra BAH. Anybody know if there’s a clear regulation that determines this? I appreciate any input 🙂
