Secondary dependency for In-law from another country

Hello everyone,

I’m reaching out as the spouse of an active duty Navy member, and I’m facing a very complex situation. I need guidance on how to establish secondary dependency for my mom, who is currently overseas. Here’s a summary of our situation:

• Dependent Status: My mom’s IR5 visa is pending approval, and she needs to enter the US by the end of October.
• Objective: We want to add my mom as a dependent so she can be with us, whether in the US or overseas.
• Current Living Situation: We are stationed overseas, having PCS’d in January this year. I am currently unemployed due to this assignment, and we support my mom with my spouse’s income and income from renting out our property in the US.

Given the complexity, I’m unsure where to start or whom to contact. I’m seeking advice from anyone who might have navigated this process. Specifically:

1. Who should we reach out to for assistance?
2. What supporting documents are needed to establish secondary dependency?

Additionally, here’s a further complication:

• My mom’s point of entry must be the US. As I am overseas, would it be possible for her to enter the US and then possibly travel outside the US a day or few days later to join us at our current location? If this isn’t feasible, we plan for her to stay with a distant relative while we process the dependency application.

Any advice or direction would be greatly appreciated. We are running out of time and have not yet found the answers we need.
