I’m genuinely confused why things can’t be handle much simpler. I currently have a debt of a little over 7k because I was receiving NYC BAH, but I reside in the barracks here. It reflects on my LES , and finally as of today, after 7 months, I have finally been ‘arrived’ at my local finance office. in the same breathe I have not received any COLA which I’m entitled to in NYC since I return back to the states. And that is about 5K. Is there any way finance can just deduct my backpay from what I already owe??

That’d be to simple to do. They’ll deduct your $7k from your base pay every month and then in 20 years give you the $5k they owe you.
