So I'm about to enlist into the army active duty and trying to figure the pay for when I rank up eventually.
So I'm confused about the pay scale for when you rank up so lets say if I been in the army for 3 years and my rank is e-3 and I get promoted to e-4 wouldn't my salary be a decrease because I have <2 years in that rank?

You are confusing Time in Service (TIS) with Time in Grade (TIG). The pay charts go based on TIS which is the amount of time you have been in the military. TIG is primarily used for promotion purposes which is the amount of time you have spent at a given grade/rank.
Download the app called Military Pay (designed by Military.com). You can put in any branch, rank, time in service, CONUS zip code, dependents, special pay etc to calculate everything
No. Time in Service and Time in Grade are two different things. The pay scale is a crosswalk- what is your rank, and how many years have you been in the Army? The intersection of those two is your base pay.
Years of service + paygrade. Your pay only goes down if you get demoted.
The time is the number of years you’ve been in (total). In your example you’d look at e3 and three years.
It’s a simple table. The rows are by rank and the columns are for years of service.
