I started a new job and haven't been paid for a month. This is the first time I've had to handle the paperwork for the form, which I printed and gave to my manager. In my previous jobs, the manager always took care of the tax forms, but now my current manager is asking me to email the PDF to payroll myself. I'm worried my manager might be dropping the ball on this too. My manager hasn’t asked for any supporting documents which I find strange. Who is responsible here for the tax forms??

    1. This depends on the company. It is very possible your manager has nothing to do with payroll and all docs need to go through HR. My HR never asked for further proof of claiming exempt on my state W-4, and because it was all electronic, I filled out the forms appropriately, couldn’t attach docs to it, so sent it off to HR with an email saying to let me know if they required his LES or my ID for verification. Nothing ever came of it and I filed our taxes appropriately and paid my taxes to our home state.

    2. Your employer has no obligation to do anything regarding SCRA or MSSRA. You just need to fill out your W-4 and state equivalent correctly and provide them to payroll. 

      If you owe taxes in a state other than where you are working, you may need to claim exempt for the state where your job is and make quarterly estimated payments for your state of residence.
